Hori Pakihi signed the Cook Strait (Henry Williams) Treaty of Waitangi sheet on 29 April 1840 at Port Nicholson. He is thought to be from Ngāti Rangi and Ngāti Tama.

In 1856 Heremaia signed Te Ture mo ngā Whenua Rahui o ngā Tangata Māori I Niu Tirani on behalf of Pakihi, which was an agreement between the Crown and Ngāti Tama over the release of the Ohariu Block on the West Coast of Wellington.

By 1898 Pakihi was deceased but his descendants had been appointed his share of the Wellington Tenths.
