I did some brief research into this memorial and found the following:
WAR MEMORIAL TOWER.
UNVEILED AT BLENHEIM. I (By Telegraph—Press Association.) I BLENHEIM. Saturday, 'j The Marlborough provincial war memorial, a handsome tower containing a chiming clock surmounting a cliambe; of memories, in which are inscribed the names of 409 men who made the supreme sacrifice, was unveiled to-day by Major-General Sir Andrew Russell and dedicated by local clergy in the presence of a record gathering from all parts of Marlborough! The ceremony was most impressive concluding with the sounding of the Last Post and the placing at the base of the memorial wreaths from local organisations and relatives of the fallen soldiers.

The 5 bell set were cast by John Taylor & Co of Longborough, England. They were on display for a short time at the store of Littlejohns who made the Clock in Wellington
