In January 1917 a cavalcade of cars carried a delegation of parliamentarians on the 'Winterless north tour' to highlight Northland's poor roading. When rain began to fall the clay hills immediately turned to mud and slush. There were days of fording rivers, bogged vehicles, and many punctures.
